青海瑞源藏毯生产力促进中心，是经青海民政厅批准成立，隶属于中国藏毯协会的科技综合服务机构，受青海省科技厅业务指导。以市场为导向，以民族文化为特色，保持藏毯传统工艺为基础，积极推动产学研联盟，大力促进科技成果和适用专利的引进、推广与转化，组织新产品的技术创新，依靠科技进步推动青海藏毯产业的发展，提高藏毯企业生产力水平为目的。从事科技成果推广，技术服务，信息咨询；提供网络平台，组织全行业的科技力量为广大藏毯企业实施综合性服务，打造民族品牌产品，促进中国藏毯集散地的建设。以提高行业自主创新、市场竞争能力和科技成果转化为目标，以发展高新技术产品为方向；它将为传统的藏毯企业提供自主科技创新的平台，有力地促进企业技术进步，为企业的发展和创新提供多方面支持，促进科技成果快速向企业转化，最终结出丰硕的科技合作之果。

 近期主要任务：

 1．  参与制定中国藏毯产品质量标准，并争取开展产品和设备、工具等标准的规范管理工作，促进企业不断提高藏毯产品质量。

 2．  根据国际市场对环保产品需求逐年增加的趋势，攻关天然染料调研、样品采集科学试验和生产开发的课题。促进藏毯产品质量趋向环保型发展，提高藏毯企业的技术创新能力，从而产生显著的经济与社会效益。目前藏毯天然染色原料的调研取样、试验项目与中国科院西北高原生物研究所、青海大学进行合作。

 3．  大力推广藏毯生产新技术，新设备的利用，促进企业不断开发新产品，提高市场竞争能力。

 4．  《中国藏毯产业农村、牧区信息化技术服务及培训》的信息技术平台建设，推动CAD技术应用，注重藏毯产品图案、数据库的建立和资源共享，促进企业提高图案设计水平，通过信息网络开展技术交流和传播藏毯信息,建立商务平台，建立利益共同体。中国藏毯信息平台建设规划如下：

 （1）建设数据库、完善、规范、标准的生产工艺体系服务平台。整合省内资源完善各项数据库的建立（工艺标准、图案设计、各类图稿的分类保存、生产设备、工具技术改造、专利审报等）和通过网络服务于各会员企业，逐步过度到有偿服务。

 （2）建立中国藏毯技术信息网，加大信息共享力度，向企业提供管理、发展动态、人才交流、企业需求技术信息、咨询和技术服务。促进国内外同行业企业之间的技术信息交流。

 （3）建立藏毯市场营销网

    A.国内外销售（电子商务）；

    B.生产基地和市场销售网点布局及建设状况；

    C.国内外展会（咨询洽谈）；

    D.地毯及民间相关产品（唐卡、盘绣、农民画等）；

    E.市场行情；

    F.行业咨询；

 （4）藏毯相关标准公布

    A.原辅材料标准。

    B.手工藏毯设备、工具、用具标准。

    C.手工藏毯生产工艺标准。

 （5）信息平台项目建设内容：

    A.搭建广域网络信息系统：建设以藏毯协会为主，各生产企业、海内外销售中心及有关技术服务单位的虚拟专网，即VPN系统，通过VPN专网系统共享共建藏毯资源整合网络信息系统。

    B.开发与整合藏毯资源数据库，统一规范生产工艺服务体系：整合和建设各种藏毯资源数据库，包括各生产销售企业的产品数据库、花色图案数据库、生产工艺标准数据库、客户资源市场信息库、生产设备及专利成果技术数据库等，规范统一的生产工艺标准服务体系，促进各企业协作发展。

    C.建设藏毯信息资源门户网站。通过建设藏毯信息资源门户网站，广泛开展对外宣传。包括藏毯展览会等各种会展宣传、各企业的主页系统等内容，使青海藏毯信息资源通过门户网站，走出青海，走向世界，网站内容设计齐全而且专业性强（多语种页面、用户定位）。

    D.开发藏毯生产企业及销售中心相连相通的藏毯营销管理与生产管理的企业信息交流与发布的互动平台系统：通过这个生产与销售管理的信息互动平台，各个生产企业与销售网点达到信息共享，信息互通的供需互动目的，从而促使企业的产、销共同发展。 同时为二期项目建立三级信息服务平台，完善农牧业科技专家咨询服务站和科技信息咨询站，信息库建设，开发专项技术教材等打下基础。
